Technical And Vocational Education and Training Authority(TVETA)

The Technical and Vocational Education and Training ACT (TVET) Act 2013  No. 29 of 2013 was assented to by the president on 14th January, 2013. The Act establishes A Technical and Vocational Education and Training Authority. 

 

Dr. Kipkirui Langat - DIRECTOR GENERAL / C.E.O

 

Langat was appointed the first Director General of TVET Authority on 30th April 2015. He is joining the Authority with wealth of experience from both public and private sector. He has close to 20 years’ experience in TVET sector having joined Rift Valley Training Institute as Assistant lecturer in the Department of Automotive Engineering in 1996. He was promoted to a position of lecturer and appointed head of Department in 1998. He joined Eldoret Polytechnic in 2002 as a lecturer in the Department of Mechanical Engineering before being appointed Deputy Dean of students a year later. In 2004 he joined Egerton University as a lecturer in the Department of Industrial and Energy Engineering. While in Egerton University, he was instrumental in implementation and reviewing Bachelor of Industrial Technology programme where he was programme coordinator, and Examination and Timetabling officer until 2008. In 2009, he was appointed programme coordinator for Twinning Programme between Western Michigan University, USA and Egerton University. He was also among a team of experts who developed Bachelor of Technology in Mechanical Engineering and Bachelor of Philosophy in Mechanical Engineering at the Technical University of Kenya. He was a subject panel for Diploma and Higher National Diploma in Mechanical Engineering between 1999 and 2004 at Kenya Institute of Education.

In the last 10 years, Dr. Langat has been working with United Nations Environment Programme (UNEP) in developing policies and guidelines for transport emissions in East Africa Region. He was instrumental in the training of motor vehicle inspectors in Kenya and Rwanda. Since 2014, he has been advising East African Community in harmonization of standards for importation of used motor vehicles in the region. He is a member of Technical Committee on Road Transport Standards at the Kenya Bureau of Standards and a consultant for Boston Garage Equipment UK since 2007. He holds Bachelor of Education in Technology Education, Master of Philosophy in Technology Education (Automotive Technology) and Master of Business Administration (Strategic Management) all from Moi University, and Doctor of Philosophy in Engineering Systems and Management from Egerton University. He is a fellow member of Institution of Engineering Technologists and Technicians (IET) of Kenya. He has widely published in the areas of transport emissions and TVET.

THE FUNCTIONS OF TVETA

  • Accredit and inspect programmes and courses;
  • Advise and make recommendations to the Cabinet Secretary on all matters related to training;
  • Determine the national technical and vocational training objectives;
  • Promote access and relevance of training programmes within the framework of the overall national socio-economic development plans and policies;
  • Prescribe the minimum criteria for admission to training institutions and programmes in order to promote access, equity and gender parity.
  • Recognize and equate qualifications awarded by local or foreign technical and vocational education institutions' in accordance with the Standards and guidelines set out by the Authority from time to time;
  • Develop plans, and guidelines for the effective implementation of the provisions of the TVET Act;
  • Establish a training system which meets the needs of both the formal and informal Sectors,
  • Collect, examine and publish information relating to training;
  • Inspect, license, register and accredit training institutions;
  • Advise On the development of schemes of service for trainers;
  • Assure quality and relevance in programmes of training;
  • Liaise with the national and- county governments and with the public and the private sector on matters relating to training;
  • Undertake, or cause to be undertaken, regular monitoring, evaluation and inspection of training and institutions to ensure compliance with set standards and guidelines;
  • Mobilize resources for development of training;
  • Ensure the maintenance of standards, quality and relevance in all aspects of training, including training by or through open, distance and electronic learning;
  • Approve the process of introduction of new training programmes and review existing programmes in Technical and Vocational Education and Training Board institutions;

PROF. WILSON OGOLA
Professor Wilson Ogola is the Chairperson of the Technical and Vocational Education and Training Authority (TVETA) . He is the first Chairman of this authority and was appointed on 25th April 2014.  He is a full Professor of Mechanical and Mechatronics Engineering at the Technical University of Kenya - Nairobi. He is in charge of Industry and University Partnerships Directorate as a Director. He is also the Honorable Secretary for the Institution of Engineering Technologists and Technicians. Prof. Ogola is widely published in the area of Mechanical Engineering (Composite materials) and Mechatronics Engineering.

PROF. COLLETTE SUDA
Professor Collette A Suda was appointed Principal Secretary, State Department of Science and Technology, Ministry of Education, Science and Technology in May 2013. Previously, she was the Secretary, Gender and Social Development, Ministry of Gender, Children and Social Development from 2007 to 2012.
She was promoted to full Professor of Sociology, University of Nairobi in 2002. She was Director, Board of Common Undergraduate Studies from 2002 to 2007 and Director, Institute of African studies, University of Nairobi from 1999 to 2002.
She delivered her inaugural lecture titled “Formal Monogamy and Informal Polygamy African family tradition in transition” at the University of Nairobi on 4th October2002. Professor Suda studied at the University of Nairobi for her undergraduate; University of Missouri, Columbus for her post graduate degrees and her doctoral degree in Rural Sociology. She is a Fellow of Kenya National Academy of Science. (FKNAS)
She has been honored with an award of the Order of the Burning Spear (EBS)

DR. KAMAU THUGGE, E.B.S., M.B.S.
Dr. Kamau Thugge is currently the Principal Secretary at the National Treasury. He has oversight responsibility for the National Treasury.  He has previously worked in the Ministry of Finance as Head of Fiscal and Monetary Affairs Department, Economic Secretary and as Senior Economic Advisor.  Before joining the Ministry of Finance he worked with the International Monetary Fund (IMF) both in the policy making Departments and non-policy making Departments as Economist/Senior Economist and Deputy Division Chief.

Dr. Thugge holds a Bachelors of Arts (Economics) (1980) from Colorado Collage, USA, Master in Economics (1982) from Johns Hopkins University, USA and a Doctor of Philosophy (PhD) in Economics (1990) from Johns Hopkins University, USA

CATHERINE AUMA NYAMBALA 
Catherine is the Founder of STEMAfrica an organization that promotes careers and innovation in Science, Technology, Engineering and Math. STEMAfrica’s goal is to see a new generation in Science and Technology in Africa with the goal of reducing poverty. An alumnus of the US State Department and Fortune Global Women’s Mentoring Program (2010), Catherine was mentored by Marissa Mayer (Yahoo CEO) at Google. She has got experience in Energy, Telecoms and Manufacturing and has been successful in implementing Strategic Quality Management at the Kenya Electricity Generating Company. 
She holds a BSc in Electrical Engineering and an MBA in Operations Management. She is a Business Excellence and Innovation Management Expert and has been a participant in several local and international Innovation Awards including the Royal Academy of Engineering, the Kenya ICT Board, Bata legacy Award amongst others. She is a Fortune and Goldman Sachs Global Women Leaders award winner 2012. Catherine is a member of the American Society of Quality and the International Network of Women Engineers and Scientists amongst others. DR. AHMED KIBET FEREJ
Dr. Ahmed K. Ferej holds a PhD in Education (TVET and Entrepreneurship) from the University of Illinois in the US (1994).  Prior to his higher education, he completed a Diploma in Mechanical and Electrical Engineering as well as a technical teacher’s certificate at the Kenya Polytechnic in 1975. He is presently a Senior Lecturer at the University of Eldoret, in the Department of Technology Education. Dr. Ferej has over 30 years professional experience in the field of education and training, mostly TVET, where he has taught at the technical secondary, middle college and university levels.  He has contributed in national curriculum development and as examiner in national examinations.  He has supervised several Master’s Degree and PhD candidates and served as external examiner for Kabarak University and Gold Coast University in Ghana.
  
Dr. Ferej’s international experience includes working for UNESCO from 1998 to 2008; serving at the Section for Technical and Vocational Education and Training (TVET) at the Headquarters in Paris; Iraq (1998 – 2003) and in Liberia and Sierra Leone (2004-2008).  Dr. Ferej has extensive national and international consultancy and research experience. He has undertaken assignments with several organizations including UNESCO, International Institute for Educational Planning (IIEP), the World Bank and the Ministry of Higher Education, Science and Technology. Dr. Ferej is married with two children

ENG. NEBART BERNARD MURIUKI
Engineer Nebart Muriuki is a holder of Bsc. in Electrical Engineering from University of Nairobi (Kenya), Msc. in Digital Communications systems from Loughborough University of Technology (UK). He has also done an MBA course in University of Nairobi specializing in Management information systems (MIS). Engineer has extensive training in Electrical and Telecommunications Engineering, as well as in Management..
Engineer has  thirty years of experience in the ICT industry; and has served in all aspects of telecommunications engineering services such as telecommunication equipment installation, operation and maintenance, New technologies and infrastructural development; telecommunications consultancy services, type approvals and licensing various service providers and development (training) of technical personnel for ICT industry.
He has  served as a a Principal Executive Engineer in charge of consultancy services in the defunct Kenya Posts and Telecommunication Corporation (K.P&T.C), Deputy Director Academic Affairs in Kenya College of Communications Technology (KCCT) and acting Deputy Principal of the Multimedia University of Kenya (MMU) all totaling to 22 years.

His key achievements in various capacities are as follows; Rural automation of telecommunication services, successfully guided the Liberalization of Telecommunication Services in Kenya, was also instrumental in the inception, development and upgrading of (KCCT) to (MMU). He has also directed and participated in the development of Technical personnel for ICT industry. 
Engineer has represented Kenya in various regional and international Postal and Telecoms forums where he has presented papers on Kenya’s position.

            DR. HAZEL GACHUNGA
Dr. Hazel Gachunga is a senior lecturer at the Jomo Kenyatta University of Agriculture and Technology and has a considerable wide teaching, research and consultancy experience in the areas of Leadership, Change Management, Human Resource Management, and Organizational Behaviour amongst others. She   is a holder of a Doctorate from the University of Nairobi/University of Sheffield and an alumni of IESE on international faculty development and executive programs management. She has also conducted extensive research in the areas of leadership from the University of Sheffield, United Kingdom. Hazel is a board member at the Institute of Human Resource Management Kenya, college board and also a board member in the Technical and Vocational Education and Training Authority Kenya. She is a certified Balanced Score Card Expert and Change Management Professional. Hazel has conducted consultancy assignments in the areas of People, Performance and Change Management for leading companies in the private and public sector including regional and international bodies like COMESA and the United Nations.
She has published widely in the areas of organizational politics, human resource management practices, organizational justice and leadership. She is a lead consultant in the evaluation of companies for the Company of Year Awards (COYA/OPI) and Manager of the Year Awards (MOYA) and Chief Executive Officer CEO Award hosted by the Kenya Institute of Management. This has given her a wealth of exposure on leadership and change dynamics of winning companies in Kenya.

BEATRICE WANGUI GATHIRWA 
A Senior Deputy Accountant General/ Director Investment- Currently working in the Department of Government Investment and Public Enterprises in The National Treasury. She Holds a Masters of Business Administration, Moi University, Bachelors of Commerce (Accounting Option), University of Nairobi, Certified Public Accountant (K), other short term courses in Management, Leadership, Accounting, Finance, Corporate Governance, and Audit.
Currently working in the National Treasury, at the Department of Government Investment and Public Enterprises. Her responsibilities includes; management and reporting of Government investments, management of loans and payment to State Corporations, analysis of budgets and financial reports and policy development of State Corporation.  She has long and wide experience in the Public Sector, having previously worked in the Ministry of Finance in various departments, and various Ministries, and State Corporation. She represents the Cabinet Secretary/ National Treasury in selected Boards, and in Public Accounts and Investment Committees of Parliament,
A member of the Institute of the Certified Accountants of Kenya. She represents the National Treasury in the Registration and Quality Assurance committee of the Institute of the Certified Accountants of Kenya. She is also a member of the secretariat of the Public Accounting Standards Board. Has Served on advisory roles for other Institutions, been a member of interviewing panels of staff including CEOs, Conception and operationalization of an entity, competencies in leadership, mentorship ,negotiations/consultation, identifying critical business and problem solving skills.

PROF FAITH MULI
She is an Associate Professor of Pathology in the field of Medical Microbiology and holds a PhD degree from the University of Manchester faculty of Medicine, UK. She has a wealth of experience in the world of academics, research, technical diagnostics and consultancy. She has taught at Kenyatta University, Jomo Kenyatta University of Science and Technology, Egerton University, Moi University faculty of health sciences at Moi teaching and referral hospital and Kenya Methodist University. She has published extensively in internationally recognized journals and has presented many papers at international, regional and local conferences.  She has also served as a WHO consultant in  Curricula review for training on the control and management of HIV/AIDS in Kenya, Ethiopia and Tanzania under the Africa Regional Capacity Building on HIV/AIDS Network project (ARCAN) and in  policy development for the diagnosis and treatment of Malaria in Kenya, She served as the National Chairman of the Kenya Medical Laboratory Technician and Technologist Board Ministry of Health for a period of three years and also as member of many other boards including being a trustee for NETFUND Ministry of Environment.
